Go to START and open RUN - type “gpedit.msc“ without quotes. Navigate to Local Computer Policy\Computer Configuration\Administrative Templates\Network\QoS Packet Scheduler.

Select Limit reservable bandwidth and by default is not configured. Right Click, choose Properties and Select Enabled and set the Bandwidth limit to 0% (zero).
